Jonathan Carson Holmes, P.E., is the founder and principal of Civil 23, PLLC, a professional engineering firm based in Rocky Point, North Carolina. A native of rural Duplin County and a graduate of East Duplin High School, Jonathan’s professional approach is rooted in the small-town values of respect, trust, and integrity. With 16 years of diverse industry experience, Jonathan has established himself as a versatile leader in civil and structural engineering. He earned his B.S. in Civil Engineering from North Carolina State University (Class of 2010) and holds a Professional Engineer license in North Carolina. His background as a competitive student athlete and his family’s deep roots in construction inform his disciplined and practical approach to project management.
Jonathan's Expert Portfolio includes:
- Municipal Infrastructure: Having served as a consultant for the design and construction of sanitary sewer systems, water treatment facilities, water distribution systems, roadways, and sewer rehabilitation projects across Southeastern North Carolina.
- Land Development: Design consultant for both residential and commercial developments, including stormwater management and drainage solutions.
- Structural Consulting: having served as a consultant for a client that had cellular towers across the nation, he specializes in the analysis, modification, and construction planning for structures and deep foundations.
